Archivist Fight Part of Larger Secrecy Battle

Last fall, Congress, responding to concerns expressed by historians, declined to confirm the appointment of historian Allen Weinstein as archivist of the United States. President Bush is expected to resubmit Weinstein’s name to the new Congress shortly. At stake in the confirmation may be whether the papers of 41st President George H.W.
