A House Government Affairs subcommittee approved the OPEN Government Act, a Freedom of Information Act reform measure, adding a provision calling for the rollback of memos by former Attorney General John Ashcroft and former White House Chief of Staff Andrew Card that directed agencies to tighten controls on information.
