Baltimore Development Corp. Must Open Meetings, Records

The Maryland Court of Appeals said Baltimore’s economic development agency must open its records and meetings to the public. The court said the Baltimore Development Corp. can no longer “cloak the business of the citizens …behind the veil of a supposedly private corporation.” The corporation, which gets 87% of its funding from the city, has refused to make available information on the names and salaries of its employees, the minutes of its meetings or the development proposals it receives from private companies.
