A study committee charged with making recommendations to the Tennessee Legislature on the state’s open government laws said it cannot meet its deadline and will not be able to present proposals until the 2008 legislative session. The panel was created in May but the four members selected by lawmakers were not named until October. Meanwhile, Gov.
