New York Attorney General Andrew Cuomo named a longtime critic of government secrecy to head the new “Project Sunlight,” the state’s plan to create an Internet database that will keep tabs on campaign donors, lobbyists, state contracts and their connections to elected officials. The new director is Blair Horner, who had been legislative director for the New York Public Interest Research Group. (2/22/07)
