The Atlanta-based Carter Center opened a conference focusing on “access to information” laws around the globe. With participants from over 40 countries, the Center hopes to create a set of recommendations for open records laws. Fiscal transparency and open government government laws improve government spending of monies and resources, said a spokesperson from the Center.
