A Hoboken, N.J., councilwoman is a litigation maverick for open government. Beth Mason has filed six lawsuits against the city since 2004, and has made at least 125 requests for records in 12 months under New Jersey’s Open Public Records Act. She has cost the city about $200,000 in legal fees, but is determined to seek out corruption in hidden places.
