The U.S. military is dragging its feet on the release of AP photographer Billal Hussein, who was cleared of charges by an Iraqi court Wednesday under a new amnesty law. A military spokesman said that because Hussein is in U.S. custody, the Iraqi decision means nothing until an American review panel looks at his case and decides whether he is still a threat.
