A federal district court held that the NSA’s warrantless surveillance program violates the First and Fourth Amendments and ordered it ended immediately.. District Judge Anna Diggs Taylor granted a motion by the plaintiffs, the American Civil Liberties Union, for a permanent injunction, holding their claim was not barred by the states secrets privilege because it could be based on the government’s public statements about the program.
